BACKGROUND
Phil received a Bachelor of Science in Civil Engineering with concentrations in Environmental and Water Resources Engineering together with a minor in Philosophy from Oregon State University in 1988. In 1993, Phil earned a Doctor of Jurisprudence degree in Law from the University of Oregon during which time he also worked as an environmental consultant honing his knowledge and skills by investigating sites for potential environmental liability and working with companies in contamination delineation and remediation plan alternatives.
In his spare time, Phil enjoys telemark skiing, biking, and hiking.
